Between 2021 and 2025, the EUIPO recorded 593,448 trademark filings. Over this five-year period, filing activity remained robust despite ongoing economic fluctuations, regulatory adjustments, and evolving brand protection strategies.
The top 25 firms collectively handled 134,067 trademark filings (22%), underlining the significant role these top representatives continue to play in EU trademark protection.
A few key observations:
- Spain, France, and Central/Eastern Europe continue to show strong representation in the top ranks.
- Several firms consolidated their position through sustained high-volume filing strategies.
- Market concentration among the top firms remains significant.
Over the five-year period, filing volume remains highly concentrated among a relatively small group of firms.
The Top 10 firms alone account for a substantial share of total filings (~13%), reflecting increasingly industrialised filing strategies and the scaling of trademark portfolio management services.
High-volume firms typically demonstrate:
- Strong SME and e-commerce client bases
- Cross-border digital filing operations
- Streamlined, technology-driven workflows
- Centralised EU trademark portfolio management
The data shows that large-scale filing operations are no longer limited to traditional IP markets. Firms from Southern and Eastern Europe continue to compete at the very top of the ranking.

EUIPO Trademark Attorney Firms: Country Breakdown
The last time IP Pilot published this report was for the time period of 2019-2023, where Germany clearly lead the way with filings. However, between 2021-2025, we see that Spain has pulled ahead with 113,689 filings, with Germany following closely with 107,113. Spain and Germany hold 19% and 18% of total filings, respectively.
Spain holds a strong dominance with multiple firms in the Top 10 and a strong overall presence in the Top 50. Key Spanish firms include ASTERNERY S.L., INTERMARK PATENTES & MARCAS, S.L.P., HERRERO & ASOCIADOS, and PONS PATENTES Y MARCAS, S.L. Spain’s continued leadership reflects a mature IP services ecosystem and strong representation of high-volume international filers.
France remains firmly positioned in the top tier, led by IBE AVOCAT in the top three and SANTARELLI GROUP – IPSIDE – BREVALEX – SANTARELLI and FRANCE ZHOU within the top 50. French firms continue to combine litigation capability with high filing activity.
Central and Eastern Europe continues its upward trajectory. Lithuania’s METIDA LAW FIRM ZABOLIENE AND PARTNERS ranks among the Top 3, while Polish firms KBZ ŻURADZKI BARCZYK & PARTNERS ADVOCATES AND ATTORNEYS-AT-LAW LP and KANCELARIA RADCY PRAWNEGO KRZYSZTOF BREGUŁA feature in the Top 50. Competitive pricing models and efficient digital operations have strengthened the region’s position within EU trademark representation.
Italy has strong representation in the top 50 firms, with A.BRE.MAR. S.R.L., STUDIO LEGAL, JACOBACCI & PARTNERS, and BUGNION S.P.A. all within the top 25, followed by DAGOSTINI GROUP SRL, BARZANO & ZANARDO, GLP SRL, STUDIO LEGALE ZOFREA, and SOCIETÀ ITALIANA BREVETTI S.P.A. within the top 50 – collectively filing 28,717 trademarks 2021-2025.

EUIPO Applicants: Country of Origin
Beyond representative firms, applicant origin provides additional insight into EU trademark dynamics.
China by far is the top filing country of applicants with nearly one quarter of all filings originating from China. Holding number two spot is the United States with 60,131 (11%), showing the vast enormity of China’s movement across the world.
EU trademarks remain one of the most attractive regional IP rights globally, combining market scale with procedural efficiency.
EUIPO Applicants: Top 10 Applicants
Again, we see L’Oreal (FR) at the top of the standings with 1319 trademark filings – nearly double the filings of the number two-ranked applicant, NOVARTIS AG (CH).
This suggests that while China sits at the top for the most filing activity, the volume is coming from a vast array of individuals rather than a top few applicants.
The 2021–2025 data confirms that the EU trademark system remains both highly competitive and increasingly concentrated. A relatively small group of firms continues to manage a significant share of total filings, reflecting the growing importance of scale, digital efficiency, and international client networks in EUIPO representation.
